Sir,

Referring to your letter of the 30th ultimo, addressed to the Registrar, Supreme Court, on the subject of your seniority in the Hongkong Civil Service as compared with that of Mr. Kemp, I am directed to inform you that in no branch of the Public Service is mere length of service considered to give an Officer priority of claim to promotion.

2. The Governor reserves to himself the right to recommend for promotion the officer whom he considers best fitted for any particular appointment.
